Abstract

The pursuit of sustainable urban development has become increasingly vital in recent years, as rapidly growing cities face complex challenges that threaten their resilience and environmental integrity. This study investigates the intersection of urbanism and sustainability by examining how urban resilience can be aligned with green development goals. A qualitative approach employing a multiple case study design was adopted, in which secondary data from published reports, policy documents, and prior empirical studies on selected cities including Stepanavan, Budapest, Tokyo, Karlstad, Keene, and several Sub-Saharan African cities were analyzed thematically to identify recurring resilience strategies, and these global findings were then contextualized against Pakistan’s disaster-resilience policy landscape, including the Pakistan Social and Living Standards Measurement (PSLM) survey framework and the National Disaster Management Authority (NDMA) system. The findings indicate that cities integrating green infrastructure, renewable energy, and public transportation reforms consistently demonstrate stronger resilience outcomes, and that longitudinal, adaptive governance strategies rather than one-time interventions sustain these gains over time. The novelty of this study lies in synthesizing globally dispersed case evidence on urban resilience with an underexplored national policy context (Pakistan), thereby offering a bridging perspective between international green-development discourse and localized disaster-resilience monitoring systems. This research offers practical insights for policymakers, planners, and communities seeking to integrate resilience and green development goals in both global and Pakistan-specific urban governance contexts.
